Bribing a province with military/adm/dip support costs 9 of that monarch power. To bribe with legitimacy costs 2. 100 mil can get me 10 legitimacy, so losing 2 legit is effectively the same as spending 20 mil. And the price to bribe a province with ducats gets way too expensive over time. Having a Parliament is fun in the early game, but once I reach empire rank it just becomes a source of pain.
