Mind barrier: why? That is a shit ton of psionic resistance and psionic status effect resistance.

Mantra of illusion: ya, kinda surprised it doesnt have reduced repeating chance.

Immolation matrix: all attacks that apply immolate will cause burning on fail. If anything, just reduce the actual immolate chance, but I dont sse this being a problem.

Debilitating strain: again, lower the inflict chances if anything. Bumping the tier would increase the damage bonus if consistent.

Entropic transpositioner: it can only apply to entropy attacks which are still affected by armor.

Autonom network controller: does nothing without at least a monitor. Kind of a waste of a unit slot without networked lvl 3 imo. It's fine with the armor bonus.

I don't think I've seen a meta-build around immolation matrix yet, so I don't think it is necessarily a problem. Iirc it requires the second level of relations and that isn't always easy to get to unless the other players aren't applying pressure.

It is a similar deal with network uplink- not only does it take a sizable investment to reach and deploy a monitor, but by the time the player has one they likely have other competitive mods for that slot. Not to mention leaning on a single unit not getting killed.

I think OP is missing whole point about NPC mods. Effectiveness of these mods strongly depends on your race. If you play wrong race most mods for your units are garbage, but not for NPC units. NPC mods are made stronger to make NPC units competitive in late at least.

Debilitating Strain
- increase tier to 2

Useless mod if you haven't Biochemical. Melter (T3 Spacer) is so-so even with this mod. Increase it to T2 with +20% damage will make it better actually.

Autonom Network Connector
- decrease armor bonus to 1

What? You must be Assembly or Heritor to just use that mod and it's still doubtful that I'll use it with pretty squishy and weak Monitor.

Immolating Matrix
- remove burning on failure
- increase tier to 3

I think it's fine.

Mantra Of Illusion
- increase tier to 3
- decrease hallucinating strenght to 4 for repeating attacks

Psi-fish has pretty limited amount of attacking mods which can be applied to their units. If you

Entropic Transpositioner
- shield bypass limit to 3-4

Come on, man... Why not limit armor bypass of all psionic weapons?

Corrupted incarnation- dont really see why the mod needs a buff. It isnt a great mod sure, but it has some uses. Perhaps decrease it's tier instead? Even that doesnt need to happen imo.

Smart rounds- definitely not. Ignoring cover is a huge deal. Just look at huntresses.
