After completing diplomatic and expansion ideas, is there any reason, aside from legitimacy hit, to not go crazy with royal marriages, spreading the Habsburg dynasty around? I'm not talking about 2 or 3 relations over the limit, but more like 20 or 30, completely stopping you from gaining diplomatic points, and therefore getting any more diplomatic tech. I would love to hear your opinions.

As Austria, I go after diplomatic and expansion ideas, and tend to not grab another diplomatic idea past those two. I can, however, see the lack of unjustified demands being a problem.

Regardless of whether or not you want to raise your tech, you still need diplomatic points for buying diplomatic ideas and making unjustified demands in peace deals.

This. Extreme diplomatic overstretch will hurt you in the end.

Also, I'm not sure what happens if you go so far over the limit that your monthly diplo point income is negative and you literally run out of diplo points.

As for the narrow question of whether you need diplo tech, you can do just fine without it if you are a land power with no serious trade interests. The only diplo building you really need is an Embassy, and that comes very early (level 6). (Royal Palace is nice as well, but I'm sure you can figure out other ways to manage your Legitimacy.)

Your diplo point count can go negative, as I can attest. I believe that with negative diplo points, you can't perform any action with a diplo point cost except event options that cost diplo points, and accepting enemy peace demands. And I'm not 100% sure about that second one.

So you could play the game except you'd only be allowed to take what the enemy offers

No, you can demand stuff to. Just not unjustified stuff. I managed to make my enemies release several nations, force trade power sharing, return other peoples cores, give me cash and other things while having negative diplo. You just can't take provinces you don't have a claim on.

I had this issue with too many vassals and allies as Austria; I was loosing 4-5 diplo points a turn. It however only goes down to -100, so it's pretty easy to recover later on. It's not particularly beneficial though to have a ton of royal marriages, I only managed to get the family on three thrones in a hundred years of having 15 royal marriages and inherited or PU'd none of them.
