In ck2 it was easy and straight foward system you built building and eventeually whole world lokked a same. Buildings maxed out , technology maxed out and winner was who had most provinces in the end.
CK3 should take other approce where rulers must chooce how they build they realm do they focus on security and military prowess or they build up glorius and rich city and fight wars thought mercs. And 2 make real choices if ruler goes on heavy military he should be sure realm fianances are balanced to be able to mainbtain military infrastructure.
in my opinion also technology system needs heavy rework, couse empires rise and fall and as they fall knowledge will be lost successors dont know everything what last rulers of realm knew and they tend to do things differently. So i think good idea in this would be use arts of stellarys tech system where you can salvage ships/lands after conquest and fill a technology caps and also can lose tech procression when your lands get looted. As Huns looted east roman empire they didnt destroy only wealth and procression but also knowledge. This would make world more dynamic and everchanging. SOmetimes you dont wish to take all enemy terrytorys but rather send them back on "stoneage" by razing they citys and destroy procress.
