I can not for the life of me find the button to declare someone a rival, any help is appreciated!

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Go to the diplomacy tab, I think it was. If it's not showing your nation, click the 'View my country/nation' button. Next to 'rivals' there should be 3 shields. If they're red and black, like the rebel flag, the rival slot is not set to any. Click the shield and select the rival from the list of nations that shows to the right.
