I think I know what the problem is. In my game as the UK, I'm simply not catching any spies. The number of spies caught in the last month is always 0, so over time they just pile up. Looks like the developers broke the UK in 1.3, it's practically unplayable with -50% research and -??% production.

I doubt anything's broken, I've been playing a UK game and I'm dont' get this problem. I think the reason your number of spies caught remains at zero is probably because you haven't been conducting counterespionage in your enemies. Before blaming everthing on the developers, check if you're playing the game right first.
Indeed. Once you get the right minister and/or policies, even democracies don't have this problem. In my USA 1936 GC, I'm currently in '44 and in the Allies. And I don't a spy problem, as most get caught. The only persistent spy is the one from Tannu Tuva, but even he will get caught every once in a while. Just turn on the notification for "Hostile spies found" and you can see this, even if the intelligence page says 0.
I wasn't aware that a -10% bonus to counterespionage rendered a nation completely unable to catch foreign spies in their country. Then again, this game has a weird way with percentages, -5% consumer goods seems to halve the demand instead, and +5% efficiency for production is really 25%, my production IC demand went from 160 to 120. :wacko:
