Get ministers of security and/or intelligence who have the counter-espionage traits. These include crime_fighter and back_stabber.

Also technical_specialist, power_hungry_demagogue might help, as they give +5% Espionage Bonus.

Check on the intelligence page, at the red ! if u let your pointer to it long enough you can see which country is doing what. It takes a little time but if u set up your counter espionnage correctly it should decrease nicely in about 4-6 months. Keep an eye on the red ! every month to avoid wasting spies (those guys are expensive in term of leadership)

I think I know what the problem is. In my game as the UK, I'm simply not catching any spies. The number of spies caught in the last month is always 0, so over time they just pile up. Looks like the developers broke the UK in 1.3, it's practically unplayable with -50% research and -??% production.

I doubt anything's broken, I've been playing a UK game and I'm dont' get this problem. I think the reason your number of spies caught remains at zero is probably because you haven't been conducting counterespionage in your enemies. Before blaming everthing on the developers, check if you're playing the game right first.

Though never to the same extent, I have had this problem too as the UK and France. I don't know why though.

You have a base 10% chance of catching a spy (counter espionage); free press has a -10% modifier to counter espionage. :eek: :wacko: You need a security minister that boosts it to catch anything.

I'm performing counter espionage in my own nation. It has always worked for me in the past, in fact it's working for me right now in my Germany game. 0 caught spies in my country in the past 2 years, really now? Something's broken here.

Germany can knock out spys while democracies can not until they either get a different security minister or they can set up new press laws. Differences between democracies and dictatorships. Lots of spys in other countries in other countries might help some, but as a democracy you will have problems for a while as described above.

I wasn't aware that a -10% bonus to counterespionage rendered a nation completely unable to catch foreign spies in their country. Then again, this game has a weird way with percentages, -5% consumer goods seems to halve the demand instead, and +5% efficiency for production is really 25%, my production IC demand went from 160 to 120. :wacko:

Yeah, I found it odd that when I add a minster with +10% counterespionage, the problem pretty much disappears. :D
