In Victoria one strategy was to set rich taxes very low and poor taxes very high.

So will that be finally unworkable?

Firstly, even the lower classes should be able to sink even lower (in reality they even became kind of slaves if they got to poor)

Secondly, the every class should get unhappy if the other classe are taxed less then them, and every class should even get unhappy if the classes above them are taxed the same way as them.

Indeed. It should be possible to have either progressive or flat taxation, but not regressive. With the exception of one-off ad-hoc poll taxes, no real-world system has had regressive taxation, and if such was to be enacted (at least of the outrageous type often employed in V1), there would be a Bolshevik revolution in no time.

I'd like to see taxes handled better too. Mostly because in 1 I could set it to one level (49.22%) and never look at it again because in most cases it was the perfect option. You got enough money and no-one got mad due to too high taxes. While that was a simple system, it also made the whole tax system redundant as you never really used it.

In V1 I frequently noticed that even if I set taxes extremely low (ah those socialist-utopian projects...fueled by cheats hahaha) - people would still run out of money...

In V2, I'm hoping for a more informative and transparent system in this respect...

Tax differences between classes should give militancy if plurality is high enough.

medieval states often had regressive tax systems so I wouldn't say it's impossible

I think regressive tax systems should definitely be an option, but it would be nice if there was some sort of lower class backlash, relative to average consciousness and militancy across the lower and middle classes.

Let's not forget that a lot of the developments which take place in Vicky 1 are dependant on low capitalist taxes. Very often I find myself squeezing my poor POPs in order to fund tax breaks for capitalists, in order for them to build railroads and factories. It's an issue that a lot of modern governments experience themselves (hence the British Government's tokenistic efforts at taxing the super rich, while the rest of us pay taxes which seem unfair and disproportionate)

One thing I would suggest is that 100% taxation shouldn't be an option for political parties, except the most hardcore, extreme communist ones.

Even then it's not accurate. During Stalin's time, people still got a pay packet. They were allowed personal private property. Maybe it should be a game option, but it should be almost guaranteed to cause revolution.

It would be easier if changing tax policy wasn't just a simple slider setting. Maybe within 5% either way you can adjust taxes but past that it is a rather big change that takes time and money to implement- new tax code etc then you can just link the militancy to higher taxes or POPs not getting daily goods in one class while the other classes are getting luxuries due to vastly differing tax brackets.
