This is more of a discussion thread than a eu3 one but anyway.Here is what i have discussed with Iwanow.If you want you can have fantastical characters too(like Harry Potter!)

And bush does not fit here, as he was not a tyrant, and saying he is 0, is like saying alexander the macedonian was 0, just because his empire collapsed after his death.
Saruman, was 6 admin, 9 diplomacy(the voice of saruman, the fact he got humans on his side, and the wargs), 6 military(he was not the best military leader, if he would be he would won the war)

Hitler can´t have 7 military, he was one of the worst military leaders ever, so i would think he had 4 military.

But God is still trying to undo the crap caused by Satan in the Garden of Eden, so his Admin is surely not that high. Plus, his followers have killed their fair share of people in their time, so his diplo rating must kind of suck. His military score's fair though :p

Hitler was a 9/4/5 leader though; he got Germany out of their biggest recession ever (there's a quote from some economist saying that 'if Hitler didn't instigate WW2, children would probably be learning economics from him in their textbooks'), and his administration had much technological development and the like. His diplomacy rating sucked, of course, considering how widely hated he ended up being. His military was generally good, largely thanks to his awesome generals like Rommel, but he theorised too much and assumed things would always go according to plan, which lead to some serious problems in his Russian invasion (misunderstanding of Russian winter, etc). However, as WW2 progressed, he got the 'contained insanity' and 'murdering bastard' flags, and spiraled into failure.

And yeah, Bush is definitely 0/0/0...

Hitler's military stat should surely be low. He was a horrible military administrator, very often took the extremely wrong decision, and in the beginning of the war, he took huge chances with what was ultimately a very superior fighting force.

I would however think that he deserves quite a high administration stat. Not because he was a skilled administrator, and in his later years, he certainly moved away from an unsympathetic paranoid with psychopathic traits, to full blown whack-job. But he did unite a divided Germany, and German efficiency rose under him (probably not due to him personally). And administration is the best value to show how internal efficiency is affected by the leader.

He would not deserve a high diplomacy value, and he was generally disliked by all leaders. And except for the Molotov-Ribbentropp pact, there really isn't any great diplomatic maneuvers to remember him by.

Not to get too far offtopic, but Hitler himself was not that great an administrator or military leader, he mostly relied on some very competent "Advisors" for that, Speer or von Manstein, etc. come to mind here. If we figure his cabinet into his stats I would give him two sets of stats, one from 1933-1938 and one from 1939-1945.
1933-1938 : Adm 7 (He pulled Germany out of a quite serious depression although through questionable means) Dip 8 (He managed to quite effectively pull most of the german populace on his side and managed to get Austria and Czechoslowakia mainly through diplomacy, however aggressive it might have been) Mil 8 (As was later proven the German Army was by far the most competent by the time WW2 started, while it barely existed in 1933).
1939-1945: Adm 5 (The German ecconomy got more and more cluttered by Wunderwaffen etc. and some of Hitlers plans where downright decadent) Dip 3 (Once war started there was nothing at all that Hitler could ever hope to achieve, and decisions like DoW'ing the USA are majorly stupid moves) Mil 5 (In the first 2 years you could still rate it as 8 or 9 but it got gradualy worse with decisions like changing the Focus in the Battle of Britain or using the Trains in the East for other things than sending supplies into Russia)

And I definitely do agree with Iwanow about Saurons stats, at least diplomatically. More than once he managed to subvert even some of the purest minds in Middle Earth, for example the Numenóri Kings, etc. Militarry I dont think that he deserves a 9 however, he mostly relies on mediocre Generals to do Battle and never in the descriptions of the final Battle has it been mentioned that the forces where particularly well led, just superior in Numbers and lead by an invincible Warrior (which is not the same as a talented General, mind you).

Oh, also: Wilhelm II of the German Empire: Admin 4, Dip 3, Mil 4; The guy was an all around moron!
