Yeah, Patron of the Arts isn't very usable now. Prestige is more important than Cultural Tradition by far. I'm usually not below 80% CT after the first 50 years or so. After that it usually comes back quick enough to make +3% pointless.

As of HTTT my first NI is almost always Church Attendance Duty because it makes the iconography cultural decision available. With that one decision i eliminate any future need to get national bank as the 3% cultural tradition bonus lets me hire any adviser i want. After that i switch it out for a military or trade idea and leave it for when i grow into a large empire. As for merchantile adventures remember that it lets you take a +5% TE decision if you have National Trade policy. Its a good second or third national idea. Take it early pass the decision and switch it out for something else.

Patron of the arts is invaluable if your playing a non Latin tech country. Its got an event that lets you move 2 points to innovative. Makes westernizing both easier and faster as the mtth for that event is not very long.

Humanist Tolerance: Rather weak, but at least better than BoR. Situational idea for multicultural empires.
Humanist Tolerance is by far the worst NI in the game because of the events it triggers, which convert your same-religion provinces into heretic provinces. To add salt to the wound, while Humanist Tolerance improves your tolerance of "heathens" it doesn't improve your tolerance of the heretics it creates.

haha , waited that event 60 years , popped 2 months after i moved my slider to -3 xD
it aslo allows cheap manufactories if you have an artist advisor , but +3% cultural pretty much sucks , if i play a peaceful nation i'll have mass traders , and after a while if i play a warmonger i'll conquer enough CoT's


i did not know for attendance duty :D that's a nice decision ^^

I utterly hate trade leagues. I find, being a member totally useless. You have the same compete chance as the leading nation. Okay, but so does every other league nation has and there are many trade league nations. You can't even compete with the members and most of the time you have Modena, Ferarra or such nations blocking the CoT places, trading in other CoTs won't work too wel since they are mercantile and competing for spots in the home CoTs, yeah, have fun.
As a small nation, I usually take National Trade policy and Shrewd Commerce Practics as first 2 NIs. Play Switzerland or Holland, take those NIs and go fully Free Trade and noone of those stupid trade leagues will be able to throw out a merchant of yours, while they pay tons of gold to unsuccessfully place some merchants with Venice or Hansas compete chance on foreign CoTs which is rather bad.
Also, yes, the games I had always taken National Bank, I will now take Church Attendency. It'S nice to have stab cots significantly reduced (if you are not a trade nation of course, else you would take the trade NIs) and although I mint more than before, I will always have a spot left for a Master of Mint, as I don't tend to use advisors too often.

You can always create Statesman if your cultural tradition is at 100. Any nation will take them with open hands and give you 15, 18 or 20 for the guy, which is not bad if you are a rather small nation.

It also gives a conversion bonus and a prestige bonus. The only bad part is that it costs you a bit of money to enact and you suffer a -8% tax penalty. There is another decision that you can pass that gets rid of the tax penalty and gives a further bonus to religious conversion and +5% tax bonus but its got a heavy price, -5 stability and -3% yearly cultural tradition. It does give you a ton of money when enacted. The first decision is in the cultural menu and can only be seen if you have church attendance duty. The second is in the religious menu and can only be seen if you passed the first decision. The second decision does not require church attendance duty to enact.
