Im playing as Germany and I have banned a conservative party with a lazzes-faire politic (I needed an interventionist one).

Now i want to allow it again but the "allow" button remains gray??

Also if i set a party as a ruling one, then my government turns into a presidential dictatorship??

I thought the German Kaizer retained the right to dismiss his cabinet, if it did not please him, without abdicating too!

You can allow the party again during the next election. Otherwise you could simply ban them shortly before the election and afterwards allow them without any penalties :p

Which party did you set as a ruling party? Extremists (Reactionary, Fascist, Anachro Liberal, Communist) in power will turn your country into a dictatorship, but only if you have universal suffrage as voting rights. Just change the voting rights befor putting the party in power and you should have no problem.
Under a constitutional monarchy you can also remove the voting rights completely while having extremists in power.
This allows you to practically run a dictatorship without the plurality mali.

The party i had set was the Nationale partei(reactionary), that makes sense with your point about extreme ideology.
