Increase unrest? Meh. Razed provinces are usually returned or given to someone else, they're farms.

Unless you do not want to use it as a farm but simply cheaper coring. But even then, farms would still be OP.

I guess, though I've always seen people keeping them? And if you give them to a vassal, they'll still rebel and try to crush the vassal. And if you also own some cores that you haven't given to the vassal they will try to take them too.

I mean that if you want to raze provinces, you can just make the well-known farms, so you don't give the provinces to vassals but liberate OPMs instead. Or am I the only one who has thought about doing mana farms?

90% of the population was not directly killed by invading armies, and it happened over a period of six years. It likely also includes people who didn't actually die but rather just fled the country, 19th century census methodology was hardly perfect.
Can we expect to see features that allow for more historical population depletion during the EU timeframe? Some type of 'development migration', where development escapes from war-torn areas into nearby safe havens?

This is a cool idea, although we don't really need population to represent that.

Just have a chance that when you raze, one of 2 things happen:
* half of the base tax and manpower (but not trade) development that was destroyed (1/6 of the total) "flee" to another country, and that country gets an event "accept refugees" that boost development in one of their provinces
* huge amount of manpower flee to horde's enemies for "revenge", and an enemy low on manpower get like 2k manpower per development razed

This has 2 benefits:

- Development doesn't just disappear.

- It nerfs hordes and razing in 2 ways
* it makes WC harder because the world's development keep boosting back up
* it makes fights harder for hordes, since their enemies will fill up on manpower and development
