Why allways when I want to rate a thread I get the message that I don't have enough privileges?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
We do not have rating of threads turned on for any part of the board, so no one is rating threads, if you even have the option then it is an administrative oversight when setting up the forum.
