Of those you mentioned the only ones I have never seen spawn without my intervention are Romania, York and Lancaster. I beleive they are leftover tags from EU3 where they could spawn, but never played that game.

Nizhnyi Novgorod and Zadoblahblah spawns more rarely than the others. I actually quite often see Aquielia and Tirol spawn as a result of war between Austria and Venice, depending on who wins. Styria only ever spawns when Austria seriously screws up several times during a playthrough or as a result of rebellion.

Bashkria happens now and then, they can spawn from both Kazan, Nogai and Uzbek I beleive.

Romania is not a leftover, since it can be formed by the player.

Kiev meanwhile, seems to pretty much break free in most of my games.

I don't remember ever seeing Kiev (if I did, they were not around long) before my latest game with the most up to date patch. It actually seems to me in general that large nations don't dominate the way they used to. Muscovy and France expand much slower than they used to in my opinion. Not a bad thing though.

My personal rarest are: York, Lancaster, Nizhny Novgorod, Aquilea, Tirol, Styria, AI Romania, Zaporozhe, Bashkiria.
Nizhny Novgorod has actually formed Russia in my recent Naples→Italy game after being released from Muscovy by Lithuania. It then proceeded to eat both Muscovy and Lithuania. A beast they have awoken!

Bashkiria was released twice in the same game: once from the Golden Horde and once from Kazan (Kazan ate them but got hit by rebels). It survived until 1821.

Aquilea was released from Venice by myself, then diploannexed.

Tyrol appears released from Austria if they somehow screw up, which occasionally happens. Styria is too expensive to release though, and rarely happens.

York and Lancaster though I have never seen. Same for Zaporozhie and Northumbria.

Well, rare nations can spawn by rebels creating cores for them upon successful siege. I've seen quite a few; most unusual one was a country that spawned in Oman starting region, though I don't remember its name.

i watched Transylvania be formed and then grow beyond Hungary's borders in my Ethiopia game where my only influence in the area was destroying the Ottomans, but well after they had already formed and grew a bit.

I've only ever seen Hamburg when I've released them myself. Otherwise, everyone tends to avoid the Hansa.

In Iberia, I've never seen the Catalunya tag. Presumably because of the tremendous cost it takes to release them.

Krakow is pretty rare. Have seen it only once. Perhaps it's because Poland sometimes forget to take the decision to move their capital to Warsaw.
