I'm playing project balance and am unsure whether this is a feature of vanilla or not. I'm trying to change my Crown Authority to medium because I need it to declare Holy War on Pagans, but one of the requirements is for:
"
(x) Any Vassal:
(x) Rank is NOT higher than Count
(x) Is a prisoner
(*) Opinion is higher than -20
"
I fail the requirement check for the ones that have an x, but am unsure why. Particularly, the part that says "Rank is NOT higher than Count" eludes me because I have plenty of vassals whose rank is not higher than Count. Earlier in the game, I was allowed to increase Crown Authority, having "(*) Rank is NOT higher than Count", "(x) Is a Prisoner", "(*) Opinion is higher than -20". I fail to how I had a vassal whose rank was not higher than count before, but not now.

Also, is this something I could fix by editing the game files (commenting out the part that says "Rank is NOT higher than Count"), or would that not be save game compatible? Thanks.

Edit: The problem is different than I had originally posted. Screenshots below show everything; it turns out that the "(x) Rank is NOT higher than Count" part had an (x) in the file I could change crown laws, but for some reason the "(*) Any Vassal:" part had a (*), despite all of the sub conditions being exactly the same as my current file. I truly don't know what's wrong here. See the screenshots below for a better view of what's going on.

The indenting of the requirements matters, often there are different ways you can qualify. Would be easier to help you if we could see the whole list, including both red and green checks, properly indented.

This first screenshot is my current file where I can't change the Crown Authority (Crown Levies) from low to medium. The second one shows a previous save file where I could change it. Actually, it looks like I was wrong in my original post, where I said that that "(x) Rank is NOT higher than Count" was a (*) in the previous file. I could have sworn it did indeed say "(*) Rank is NOT higher than Count", but the evidence says otherwise. Regardless, for some reason, the "(*) Any Vassal:" has a (*) in the previous file, but not the current one, and I can change the Crown Authority in the previous file, but not the current one.

Well now I'm just really confused. It suddenly occurred to me that I had actually called a holy war on Pagans earlier in the game, after I had created the Kingdom of Kiev, but I've never had medium Crown Authority. I checked the Pagan holy war requirements (I believe this is only available in Project Balance) in my older save file, and it says "(*) All of the Following must be true:" but lists something that fails the check. I don't know anything about Project Balance, may be a better idea to go ask them in the Mod forum, they may be able to answer for ya.

I'm thinking the difference between the 1st and 2nd screenshot may depend on whether you have dukes in prison or lower than -20 opinion?

Instead of Any Vassal: read it instead as For All Vassals. Then one of the list must be true for each.

I'm actually wondering about this. Can you clarify what "Rank is NOT higher than Count" means? If "Any Vassal:" meant "All Vassals:", then wouldn't the check fail if I had any Dukes (of course I do, I'm a King). Come to think of it though, I do actually have a vassal that has below -20 opinion, when I didn't before (I messed up on my allocating Dutchies and ended up giving one of my vassals a Dutchy over land he doesn't own, so he hates me with a passion).

Edit: Immediately after posting this I think I suddenly realize what it means.

Tell me if I'm wrong: It means that I need all vassals that are higher than Count rank to be out of prison and have an opinion higher than -20. Counts and Barons don't matter at all.

If this is true, the wording is a bit sketchy, imo. At least "Opinion is higher than -20" and "Is a Prisoner" should be sub-requirements of "Rank is NOT higher than Count".

It is not super clear but you got to consider one of the element to be true for the whole statement to be true, and so no need for a subgroup.

So either : Your vassal 1. is a count or lower
or 2. is in prison
or 3. has higher opinion than -20.

So your dukes and higher must be in prison or have good opinion of you. Maybe you could confirm that by putting the bad eggs in prison?

OHHHHH thanks dude. I completely understand now. So I just have to imprison the guy who hates me. Not hard at all since he plots against me all the time (I like ransoming him back to himself for about 150g every time he does it). And yes, I can confirm your statement, or at least part of it. I haven't put him in prison yet, but I sent my Chancellor to improve relations with him, and now that he has above -20, I can raise Crown Authority and I can declare Holy War on Pagans.
