I think the rangs of government it's a great idea but state with republic(not monarchy) government cannot be a duchy, kingdom or empire. I think it will be better to do a special rangs of government for republics for example federation instead empire.

Indeed, Republics cannot be Duchies, Kingdoms, or Empires.

Fortunately, this fact is already reflected in the user interface, where Duke-rank (government_rank_1) republics are called "Republic", King-rank (government_rank_2) republics are called things like "Serene Republic" or "Grand Republic" or "United Provinces", and Emperor-rank (government_rank_3) republics are called "Great Republic".
