Random Rebels spawning everywhere depsite 0% unrest!!!

The old system of revolt risk, with a chance of rebels spawning in a province by random chance every month has gone the way of the dodo. It was a system that has served us well through many versions of Europa Universalis, but we think we have something better.

The new concept reflecting unhappy subjects is called unrest. Unrest in a province will affect how quickly regiments and ships can be recruited there, but it has no direct impact on your economy, since we've introduced Local Autonomy to cover that side of the ledger.

Every province is aligned with one possible rebel faction. Each month, every province has a chance (depending on its unrest level) to see an increase in the progress of an uprising from the local rebels. When the progress reaches 100%, the faction rises up in revolt with as many stacks it has support for, and the unrest is reduced in those provinces - they have expressed their anger through arms and it's up to you to put them down.

Above is what the DD says, meaning there will NOT be any random chance of rebels spawning in provinces.
However, my game as Great Britain saw many random events which spawn rebels everywhere in my empire, from Ireland to India!!!
And the fact is that the unrest in these provinces is 0%. I do not see why rebels still can spawn?
Can someone enlightened me?
Is this a bug that Paradox is looking into it?

So you are saying there can still be random events that will spawn rebels in provinces with 0% unrest?
If this is the case, then it is still similar to previous patch 1.7???
I thought what Paradox means is they will remove random events that spawn rebels.
Quite sad with this.

Event rebels are a separate system, so it's not a bug per se, but there are complaints about how strong some of these are.

Fully agree. Fine, if random events that can spawn rebels still can occur. But these rebels are VERY large stacks about 20 units!!! That's crazy.
I really suggest Paradox remove the random events that spawn rebels in the next patch.

Will the rebel army size be reduced significantly in the next upcoming 1.8.1 patch? Or those random events that spawn rebels be removed?
So that only unrest can spawn rebels. No more random rebels.

The random event stacks seem to be a good 1/3d or so smaller than before. Even the "major revolt" event had a big stack of only 11 (playing Tunis) and the smaller stack as 9. I've had a bunch of these one off events and have yet to have one that was more than a slight inconvenience.

Perhaps it's based upon country? Certainly, as Tunis, nothing special, not even close to the same events in 1.7 for size.

All event rebels are scaled with base tax, base manpower, and unrest (I assume, since they used to scale with revolt risk) of the province they spawn in. As Tunis you don't generally have a lot of provinces with high base tax or manpower, so stacks are bound to be kind of small.
