"International rating" as in the combination of your prestige, industrial rating and military score compared to others? That's not it, it's the prestige alone. Negative prestige equals no diplomacy. Industrial rating and military score don't enter into it.

It doesn't cost anything to open negotiations; some actions will cost money if you go through with them, but you won't be barred from all if you're broke.

When you buy tech you loose the same amount of research points that researching it would have costed, that rule is for gamebalance reasons. Trading for tech might still be worth it as you get the positive effects sooner.

no... most likely it is because it was a military tech(if your national value is order) or a industrial/commerce tech(if your national value is liberty)

Playing as Belgium, I have just claimed a colony in the Congo :D
That's my first successful colony development -> claim ever :)
So anyway now I have two queries:

1) Why are none of my colony RGO's producing anything, even though they have pops 'working'?
2) Will I ever see any Belgians in the colonies? I mean at the moment there is exactly 0% Belgians/Europeans in my colonies.

Edit: I have figured out 1). I needed convoys >_<

1) sounds like you need to buy (or build) clippers or steamships to convoy the goods home
2) very unlikely - small POPs might assimilate to Belgian in which case never use them for soldiers. If you manage to get even a small state culture POP in a colony, there's a trick to turn everyone Belgian.

You might be able to create a small enough POP that might assimilate by changing a smallish POP in a neighbouring state to craftsmen which MIGHT disperse themselves all around. These in turn MIGHT get assimilated to the first state culture on your state culture list.

I promote EVERYONE in the list above him to Capitalists, set Rich tax rate to 100%, this will devolve ALL (as in EVERYWHERE) of your Rich POPs into the first available low class POP in the list of their province, this may or may not be a good thing for you ;)

Yes I've used it, someone else found it a whiles back (I think it was that German guy that was responsible for the AAR of a really broken Korea where he conquered China and Japan and SUCKED all of their POPs to his Korean factories. I think he converted them all to Korean with this trick. :rofl:

anyway, Johan's reaction to that AAR was to add a 50% bonus cap on Capitalists. :D

also, you can search for research on "devolving POPs"

Here is a question...what does it take to get the Treaty of Versailles to fire?

I'm Germany, and have pretty much destroyed France. Northern France is pretty much mine, and Italy is on the move in the South (my ally). But the treaty won't fire.

Russia has been holding its own, with one of my provinces and several of Austria's. The UK has just landed 2 divisions and taken one of my provinces (a bit silly to me). The OE has been wrecked by the UK.

Also, does the treaty take Russia out of the war too or am I left with a one front war?

I think you need to occupy 20% of their country.

Okay another question from me.
In my current game as Belgium, I have managed to ignore crime fighting. As a result ALL my provinces are now corrupt.

I am trying to do something about this, putting crime fighting costs to around 60% on the budget slider, but either nothing happens at all or if some province is successfully ridden of corruption, a few months latter its back to normal (normal in this game = corrupt ;) )!

I want to know is this a WAD with the game? I want to know if it is worth my while trying to fight the corruption at this stage or just give up, because I dont even see the benefits of fighting it as it is.

Fighting = £4 surplus per day in budget
Ignoring = £44 surplus per day in budget.

I have too wondered what the perks are for fighting crime. Sure some ghetto is run by machine politics but is it really that bad? :D

As noddy shows, the costs of fighting crime isn't worth it.
