As for manpower, the FAQ has some advice to offer:
At the start of the game, my manpower is (very) negative; why so, and what do I do?

At one point (patch 1.01?) manpower was changed so that standing armies deduct from the manpower total. However, the scenarios weren't updated to reflect this with an increase in the soldier POPs to weigh up for this, resulting in most nations starting with negative manpower.

To "fix" this, simply convert more POPs into soldiers, disband existing units and/or make sure your military spending is as high as you can get it.

Well, I've kind of got a positive income however when I build railroads my income drops for about a month a I need full tarrifs to compensate. Also I've build rail roads in all the provicnes of one of my states but I can't see a difference at all.

When I ran out of money I sold tech to Brazil and my prestige drop, which I guess makes sence, but then when I ran out of money again I did not get a open negotiation button.

Also my man power was not negative at the start, it just droped by about 30 points when I made peace with The Netherlands.

What time am I suppost to colonise the Congo?

Your income will go negative if you build railways if you have the items you need set to buy in WM screen. The minute you build a railway then the game will start buying again. If you are producing the items then if you build a railway these items stop getting exported and start going into your stockpile again. Income will drop in that case as well.

A question that has most likely been answered before:

Whats the dealio with capitalists?
Do they just sit vacant as pops in provinces, or do I have to do anything with them after converting them?
I have just converted 2 clerk pops into capitalists in two seperate states where there are factories. Now why aren't these fat top hat wearing suits not adding anything to the tax of rich people and also, should there be a significant change in the income of the national budget?

(Both pops were around 1k large)

Capitalists are great, but your problem is that 1k is a really small pop. It is better to convert pops into capitalists that are 50k+ (my biggest pops), and especially do it in my most industrialized states. This way they will give a bonus to every factory you have there.

Capitalists don't get assigned to anything, they just sit around making you lots of cash.

Take a look at http://victoria.nsen.ch/wiki/index.php/POP_Income_Formulae to see how they get their income.

Short story of it all: 1K POPs don't make much of a difference ;)

Building railroads in just one province will only make a noticeable difference if that is the "factory province" (when in infrastructure map mode, one of the provinces of each state containing factories will have a factory icon. That province is the first on the list of provinces for that state, too. And the effect is not apparent when you click to build, you only get the bonus when it's completed. A bit before a railroad is completed in a factory province, check out the production of industries in that state. Then, when that RR is completed, check again. It should show a nice increase in production.

They just sit there and emanate productivity. :) But you need to have large quantities. 100 thousand for a 10% increase in productivity (at base values for the bonus).

Now here is another question for ye:

Reading an AAR by Stonewall, who was playing as Netherlands, and with an older version of VIP, I came across something that interested me:

Easy - he modded the initial .inc file beyond what VIP does to make Javanese a state culture along with Dutch. Any colony that has a plurality of a state culture in one province can become a state. You can do the same with vanilla, just add to the list of cultures in the .inc file any culture you want to include.

Stonewall clearly indicated that he himself added this to his game, so I would not call it cheating at all, if you change the parameters of the game from the start and use them throughout.

And that is what makes Paradox games so wonderful, the ability to customize the game as suits your personal taste.

Thanks, sounds cool. I didn't spot that he had edited that file specifically, but I had a sneak suspicion. By the way, is there any other way of granting statehood to the colony of Sumatra (as its called in vanilla) without editing? Or any way you would recommend?

Hover over the option, and it should tell you why you cannot.
I predict you don't have enough money to pay for negoitiations.
The better your international rating, the cheaper it will be to negotiate with the big boys and even cheaper with the small boys. ;)

I dunno...
today playing Belgium I had a terrible international rating (200th at one stage) due to quite a big national debt. The bad international rating was due to my terrible industrial score.

Anyway when I tried to open negoitiations with UK or anybody big, I was quoted £1,000!!!
However, once I finally realised that I wasn't using any tariffs :eek:o, I eventually improved my international rating to 16th, industrial score to around 50 and voila, it was only costing me £150 or thereabouts to open negoitiations with UK or any of the great powers.

Whilst this was going on, my prestige hardly changed, but only gradually grew from 15 -> 29 (10 years).
