Nope. You can occupy but not control. Though there are events for countries that move the capital, the old ones can then be annexed

That way nations that were historic colonizers like Belgium Germany and Italy get a crack at colonizing Africa as well. Also gives a chance to players of mid-level nations who otherwise get locked out by 1840 or so by Britain France USA and Russia
