Nope. You can occupy but not control. Though there are events for countries that move the capital, the old ones can then be annexed

Convoys have nothing to do with it.

What an improvement package :p Is there a ban for all countries? If so then that's actually ok, will give me time to get more money. It's on the coast, and Rome shares a coastline also...

In VIP almost all nations with even a remote chance of colonizing have bans on colonizing Africa unti 1879. A couple smaller countries have been missed and if we keep the colonization bans into the 0.5 version of VIP (my guess is we will) then they will be added.

That way nations that were historic colonizers like Belgium Germany and Italy get a crack at colonizing Africa as well. Also gives a chance to players of mid-level nations who otherwise get locked out by 1840 or so by Britain France USA and Russia

Ok, but it's not only africa, it's for islands in Oceania too because those are my main targets besides this one part of africa...

yes sorry forgot to include that the South Pacific is banned for all but Britain (they start in 1840 but with changes in AI does not colonized outside Australia so the islands remain free.)

I guess I have to be friends with Britain more :D If you allow britain starting 1840 you should also allow Spain because Spain colonized Nauru and a few others to amke up for the loss of the past Empire...

That was tried by itself, but it only cut the number of countries who start early on and made it much more difficult to nearly impossible or human-controlled middle powers to participate at all as they try and get their economies going. By delaying to 1879, gives plenty of time for human players to prepare, ensures that all the major colonizers will likely exist (GER and ITA should be created at that point) and recreates more accurately the "Scramble" nature of the race for colonies in Africa and Oceania

Nauru? Do you mean Palau or the Marianas? I've checked several sites on Nauru history and can not find any info on a Spanish colonization in Nauru - but instead the German colonization in 1888

Oops, no I meant Palau, but I thought Spain colonized south pacific also...

I presume this thread is for asking for help without spamming the forum with help I'm a n00b threads?

Well, anyway I played Transvaal and ran out of money where I'm now playing Belgium and I've also run out of money. I got nailed vs. The Netherlands and I my max manpower is -13 so I can't resupply my armies, how do I improve this?

When you start out the game in the Grand Campaign it's ridiculously hard to find cash, whereas towards the end any industrialised nation ought to have ridiculously large stockpiles of cash. The game's economy is really balanced for the middle of the industrial revolution; this isn't to much of a handicap with an industrialised nation (just raise tariffs and taxes, slash all non-essentiall spending and a combination of techs, pop growth and industrialisation will improve the situation soon enough) but if you're playing with an unciv it's a pain in the ass. Historically fairly rich states tend to go bankrupt repeatedly. If you've got VIP, this may be different; i wouldn't know.
