This is from Viki-Wiki, hope it helps.

You must have at least one Craftsman for each Clerk in a factory; there cannot be more Clerks than Craftsmen in any particular factory at any time and you cannot have more than two clerks per level of the factory.

Well, the latest version of VIP does allow you to not build the factory so that shoudl fix your issue.

It may not have coasts, but steamers operated on rivers too, and they are high demand items so why shouldn't the Bavarian AI build them? Tidy sum of profit is possible by selling them on the World Market. It's not like Bavaria is building battleships.

I have noticed that whilst states that are inland cannot build clipper or steamer factories, those that have lakes on their borders can. Bavaria has that little lake between it and Switzerland, and thus can build clipper and steamer factories.

Can parties policies evolve over time in order to cater for people's needs? I don't mean through events, but I do mean will their policies change if the majority of people are looking for something in particular?

Could it be implemnted? Yes, I see no reason it would be impossible. And the static party system is one of my pet peeves that I really would've liked to see different.

Now for the question you probably wanted to ask; "Will it be implemented?" I seriously doubt it. If there was any chance of it, it would've happened by now.
