All of your POPs (except slaves) earn money from your exports, with more of it being distributed to your middle class POPs and a lot more of it again being distributed to your rich POPs. For your POPs to be able to buy more of their needs you need to get your export income up, and to do this you need to industrialise. A better option at games start is to use your starting MP to build a bunch of low level factories(lumber, fabric, steel, cement, glass,ect.) or upgrade exhisting factories. Your unemployed pops wont leave that quickly,they will stick arond long enough for those factories to be built.
