If the capital of the new nation is in a state --> Satalite
If the capital of the new nation is in a colony --> Dominion

Word on the street is that if you modify each uncivs setup file, so that the "primitive = yes"-entry comes at the bottom, RGO limits won't be imposed, even for uncivs.

There isn't any in-game button called "Disable unciv RGO limitations", if that's what you're asking. As for VIP, I'm not familiar with what they've done and what they're doing, so I'll leave that for others to answer.
