Random manufactories

Do England and France get an obscene amount of weapon manufactories for anyone else? By the early 1500s, each of them have 4-5 of them! I usually see France get one or two in the first 50 years of play. All I seem to get is angry merchant events (-200 or -400 trade), which I've gotten 3 times in the first 50 years in two different GCs now.

I played both England and France before, and I don't remember any weapon manufactory events in the early part of the game ...

I don't know if that's necessary ... it just seems that they're not as random as they should be. I don't know how that's possible, but that's the way it seems.

Of course, I'm the type of person who is annoyed by getting a weapons manufactory if it's not in an iron/copper province.

It happens to them all - there is no real modifier saying France & England get a bunch

They are in 1.03.

My friends and i removed all of the free manufacturie events from the game, and a few of the free money events.
