After a war, where you'd normally hand out the prices to the different estates (and thus give them loyalty) they instead merely takes over the estates of the nation that previously owned the provinces and thus were able to designate an estate. However, even though the estates receives these territories their loyalty doesn't increase, which makes it quite hard to bump up their loyalty.
It makes it even harder if you have to revoke some territory or switch around others to gain maximum effect.
