Your screenshot seems like an outright bug. Going to tweak it down overall as well. The AI is trying to use passive diplomatic actions to maintain power balance (as opposed to use of force) now as opposed to just being "emotional" (guaranteeing the rise of blobs), but in this case it's obviously nuts.

not sure if WAD but i kind of like it. although a gift from the ottomans to england who are fighting scotland might not be as planned lol

Who was Scotland allied with? But yeah, seems kinda stupid in that case too. Need more info though

noone, france broke his alliance with scotland so england attacked. ottomans rivals were austria, poland, muscovy.

they gave about 300 gold to england.

If you have a save right there it would be nice to have it. Need to look into why OE regards Scotland such a threat... (Or if you encounter similar stupidity, make saves.)
