Random events/anomalies shouldn't wreck a game

True BUT I was also talking about none of them "wandering in", "spawning from anomaly", etc. In this case those elements would be more important ....
The Devourer does spawn from a Event.

A event thaqt runs "on_fleet_system_enter", checks for the "guardians_stellarite_system" flag and a global flag to prevent it from repeating.

As opposed ot the wraith one, wich looks for the other flag and is run every year or so, checking for the "mid game start year".

I think the problem with the wraith is that it can go anywhere and ruin anything. I think it wouldn't be so bad if it had a 8-10 jump range so you can avoid it if you need to.
If they had only 10 places to be, that makes it more likely they will come back to you.
This specific case was about the wraith spawning in a persons empire.

That doesn’t bother me. My problem isn’t that the wraith hangs out in my empire. My problem is that it can go anywhere and is basically RNG chance to ruin an empire by booking it through it. I don’t mind losing some lands if i know where the wraith will be and can prepare myself to battle it like all the other space monsters.

Plus this stops cheesy things like the wraith going across the galaxy or through a fallen empire.

The wraith going through a fallen empire isn't cheesy. That just results in the wraith dying without anyone getting the benefit. The wraith is relatively weak when it comes to galactic threats. I had a game where it wandered into the main pirate haven and got slaughtered. If you're hoping for the wraith the wreak havoc on an FE, you're going to be very disappointed.

And I'm not sure why it migrating from one end of the galaxy to another would be cheesy. Sounds kinda neat, actually. Like it's on a mission to get somewhere.

Meanwhile, constraining it to a 10-system range does guarantee that the empire(s) within that range are going to be boned if they cannot cope with it to begin with. At least by letting it roam, you leave the opportunity for RNGsus to save them, and everyone is on notice.
