Random events and AI sliders

I have been wondering for some time now if it would be possible to create a random event with 20 % chance to happen each month for the AI players, giving them options like +1 +2 -1 -2 to democracy and so on (25% chance each).
Would this be possible to make? I've no experience whatsoever at making events (done three (based on vanilla hoi2 events)).

But how would one make such an event? Can someone tell me what commands and so on should be used? as I have no idea which how it works...

Just tried making the event, though it seemed i failed misserably and removed the file again... Is there anyone who could help ne a little with how to make it?

I'd love to help but I only know how to make small note pad changes, all i can say is ask some modders to help.
