will possibly fire between January 1st, 1500 and January 1st, 1580. I am not sure if it will be guaranteed to fire sometime between those dates, as it is a random event. I am no expert on the whole offset, random, date, deathdate mystery. There are some odd cases...
Yes. Every event can have a startdate and a deathdate. Just look at some of the event files and most will have that kind of info in the first event. Copy, paste and edit the dates in European style, ie tomarrow will be 2-1-04 A.D. Hope this helps.
