Random empire with Life-Seeded civic

Recently a friend of mine and I played with random empires to mix things up. On two occasions one of us got an empire with the Life-Seeded civic and both times our homeworld wasn't a Gaia world but an Arctic or Tundra world.

The homeworld was size 25 and we had districts all over the place but with a habitability of 30% when you should have 100% we had to restart since all pops had an 70% higher upkeep for food, consumer goods and amenities.

I just tested it a third time in single player before creating this thread. I had to restart several times before I got the Life-Seeded civic again but when I finally got it I was stuck on a size 25 Arctic world again.

I'm well aware that this has low priority to be fixed right now because this affects probably very few people out there but I just want to address the issue so it can be fixed at some point.

I've never played Life-Seeded, but does the civic apply before or after the planet is applied, ie: does it override your planet choice?

Have you tried doing it with a custom empire and have this problem?

It is supposed to override your planet class choice, yes.

@OP: If you're not doing ironman, select the planet and use "planet_class pc_gaia" to change it to gaia world.

When you play with a custom empire the Life-Seeded civic works just fine. This issue occurs only with random empires having the Life-Seeded civic as far as I've noticed.
