Random empire creation can give features that haven't been paid for.

Hi, not sure if this is a known thing or intended, but:

When a player selects Random during empire creation, they can get civics (maybe other things too?) that come from DLC the player hasn't bought.

e.g. I only bought the base game, but Random empire creation keeps giving me Fanatic Purifiers and Reanimators.

(AI empires also get stuff like this the player can't, but I assume that's intentional)

yeah, pretty sure that's intentional for random. as you pointed out, the ai gets dlc content so it's not that it isn't present, it's just disabled. consider it a sneak preview :p you just can't save that empire for future use without the dlc. you also get dlc content if the host in a multiplayer game has them and you don't. it's a really cool way to get more people hooked, and reminds me of a certain game in the late 90's and the ability to "spawn" multiplayer only free versions of the game on your friends' PCs from your own disk just to be able to play together. guaranteeing that they all ended up buying it in the end, cause the publisher (who may not have been better then internally than now but perhaps was better at treating gamers right) didn't put a financial barrier between the player and the addictive product haha

This part, at least, is intentional. I'm not 100% sure, but I think the other part may be a bug.
