Random distribution of conquereds TPs

I was not sure if this is a bug, bug when annex a country that have TPs or colonies, some of the TPs or colonies goes to a third nation (I diploannex Portugal and Sibir win a TP in jakarta, for sample, I military annex Denmark and Ethiopia wins a colony in Finmark...{both are real case}
