Random Diplomatic Events Can Effect The Same Country Twice

This sounds like it was intentional, as the assignment of which countries you get relations modifiers from a diplomatic event with is random, but it is still stupid.

The Great reputation event can allow the same country more than once - so you can theoretically get +60 relations with someone.

The Royal Hunts events can have countries in both the "favored" and "unfavored" area, resulting in a net diplo change of 0.

It's kinda rare, but odd nonetheless.

This is a known problem but not an easy to solve one, because in some occasions, a country may not known enough different countries to fill a 7 countries list with different countries.
