Yeah, noticed that as well. Seems to happen when your clan leader dies.

I'm glad to know you guys are aware of the issue. I'm over 30 years into my first game, I control four daimyo districts and most of a fifth as well. I have no one in office and no one to select from and this has been the case for over 10 years game time. I have half a dozen vassals of which two are sons and three of which are children and my game has come to a stop now because if I conquer any more districts my never increasing 5/5 territory limit will be breached. Additionally, I've never been able to recruit ronin either and cant even try anymore because as I said I have no one in office - any office for years. I really wanted to do a nice AAR for the CKII beta key giveaway but it seems that wont be possible now.
On a side note, what is up with the attributes system? Most of the people I had to select from were inbred, lisped, insane paranoid types with very low stats. The same goes for brides for my characters. Something seems out of whack to be sure. The highest stat character I remember seeing in the game so far was one with two 11 and an 10 value and that person had three negative attributes but I digress...

Spartan, if you give one of your vassals a Daimyo title then you can give them any new land and they will in turn pass it on to one of their courtiers. I assume you've already given everyone 5 kori?
Your vassal don't have to be Daimyo. If he has to much land and a free courtier, he will give it to him.
If your vassal is a Daimyo the former courtier will be his new vassal, if not he will be yours.
I had one vassal with 20 kori. I can't remember if he was a daimyo or not, but it would make sense since he himself conquered quite a lot of land. He just didn't give them out. I'm not sure why, but I suspect he might have ran out of people to give it to.
Yeah he already has the limit. I considered removing a title to give him the diamyo one but the cost in honor and opinion is egregiously high. Then there is the added aspect that the vassal will refuse to give back the title - what is up with that? Refusing should not be an option at least the way it is implemented presently. You should be able to take titles back and take an opinion hit but if you give another title within say one week game time then the hit goes away. You are a sovereign lord and it is your right to bestow and take back titles. The Japanese feudal code would not allow such action as refusing such without ending in a death of someone (and most likely their entire family) as the loss of face to the clan leader would be to great to say the least.
There's a bug in which non-daimyo vassals who already have 5 kori won't accept Daimyo titles. I understand that they don't want to accept a further kori as they would suffer added revolt risk, but they should still want to be Daimyo.
