What's the best way to raise troops in a province without making your people unhappy?

Whenever I try to build an army of 5,000 people or so, my people get pissed off and it takes a few months for them to settle down. They even revolted a time or two :(

Whenever I try to build an army of 5,000 people or so, my people get pissed off and it takes a few months for them to settle down. They even revolted a time or two :(
If you're a small country, war exhaustion can become a factor even if you aren't at war. Building troops equivalent to your entire yearly manpower income results in +1 war exhaustion.

If not, have you checked the revolt risk tooltip to see what's causing it?

I finally see what you are saying here! My Inca empire has become quite vast... it's fricken huge now! Now, when I raise troops, no matter how many, it has no affect on my war exhaustion.

Another important factor I found to control rebellion is to get my infrastructure level high enough to promote my officials to judges. This has proven to be key.
