Raising Mercenaries in Subjects

I can raise troops for my standing army in subjects, both colonial and non-colonial, but I cannot recruit mercenary companies? So levies from North America can be merged into the Home Guard, stationed in London, but it's against the rules of the game to recruit a semi-autonomous colonial mercenary band to augment my subject's troops?

Seems like an oversight that should be fixed in the coming update...
