I have a city with many max level buildings however I want to increase land value to the maximum to allow for high rises. However, i cant get it to reach the bright green level of value, only a dark green/blue. I have every service, all forms of transportation and many parks near the area. I also have parks and recreation as well as smart housing policies enabled.

I find that the more parks I build, the lower the land value gets as well as with monuments.
I really don't know how to improve the land value. any ideas?

Providing a service and providing it well enough that the building will upgrade are different things. Odds are if you have total coverage but aren't upgrading to 5 its because of education. Its really hard to get education right so enough people become highly educated and everything upgrades to 5. That is, until you get the education super building. Then everybody gets educated with no effort. Even with the super building education is measured in the education level of the pops themselves so sometimes you'll have a building sitting at a lower level waiting for the existing occupants to level up their education.

If you reached the point where you could get the "Hadron Collider", you'd be better off getting the "Eden Project" instead, that maxes land value city wide, and gets rid of pollution too.

Mostly true. Even with auto max land value from Eden buildings wont upgrade to max if the cims are uneducated. I typically make both if I am building monuments at all.

I mostly try to avoid using monuments, but the cheap fusion power is a pretty strong lure. Eden and Fusion are the two I use the most, if I use any at all.

You need very good overlapping service coverage and parks. The further away you are from them, the lower the value. There is a mod called Extended Building Information that will tesll you your service values. I find if you can get them all to around 80-100 out of 500, then you can get level 5 buildings with ease.

Anymore I just use the Hadron Collider monument for full education and The Eden project for land values plus recently the Medical Center for full health, These will max most everything. But as Promethian said, you need high education for them to level up first. So the Hadron Collider can take a while to level them up. But this game is very anal late game about agents, so getting everything maxed is important, so I just get in the habit of placing them ASAP, especially the Hardron Collider. Then it's much smoother without worrying about the insane amount of schools and parks, let alone hospitals.
