In my games I dislike that the majors have it easy annexing all minors with ease.

Can I raise the Revolt Risk for different Religion and Culture and from Nationalism?

And can I lower the chances to accept a diploannex? Or raise the time needed to diploannex?

I don't like the setup either, so one of the things i did was make events that would raise the revolt risk of a random province permanently(it only stops if the province changes hands), and make revolt risk events that will raise the revolt risk for an entire country by a couple based on badboy, and size. This seems to work quite well over the long term, and countries rarely manage to become the EU. Austria in particular has quite the unfair advantage in EU2 because of their lack of civil war or fall apart events.

As far as changing nationalism and religious tolerance(which most AI countries cheat on) levels, i think that's hard coded and can't be altered.
