Railroads dropping from the skies?

I'm playing a game as Sardinia-Piedmont in V:R and I've conquered a ton of territory in Afrika and even though there are no capitalists in any of the states, railroads are still being built out of no where..
Any reason for this??

P.S. And yet French capitalists still refuse to upgrade their rails beyond level two

If your capitalists at home have completed upgrades in their home state and other full states, they will invest in rails in the colonies. Capis can build railways anywhere in your empire.

Does FRA have the tech for level 3 railways. Capis will only build railways to the level of tech their nation has.

And it could be FRA is taxing capis so that they do not have the reserve income to build anything.
