I've just completed the PDF detailing the differences between EU3 and EU4. Nice work, liked the section about making Hordes different. But how much different are they?
Hordes get a special CB on their neighbors, so they can start wars easier. That's great. Seriously. Would have been much greater... in my opinion... if instead of that CB, CK2's raiding mechanic was carried over to EU4. Even if raiding was only limited to one or two provinces away from horde's borders.
In response, the governments could release vassal "marches", which would get the same ability to raid, only the targets would be either hordes or nations with different religion. RL examples: Croatian frontier settlements, Zaporozhian Sich, Don Cossacks, Kuban Cossacks... if I am forgetting a prominent example here, please let me know.
The same kind of mechanic could've been applied to sea raids, making N. African states finally more fun to play. The anti-pirate states could also be introduced at this point - Rhodes or Malta.
Both hordes and pirates in Europe would only be restricted by their religion (i.e. only targeting infidels), whereas pirate republics in Carribean or Asia would be able to raid anyone. Both could be easily squashed by determined military action, only to re-appear elsewhere after successful pirate rebellion.
The anti-horde and anti-pirate states could only raid infidels and both hordes and pirates. Some would be limited to land raids only (Croatia, Don Cossacks), some would get sea raids (Malta), some both (Zaporozhian Cossacks... although they would need some sea access... I am not starting on navigatable rivers here, that's asking for too much).
I do realize this idea is a bit too late for the zero-day game, but Raider DLC could be a possibility.
