I am playing as Suomenusko pagans in Ironman, with all the major DLC up to Charlemagne (except sunset invasion, if that is counted as a major DLC). I reloaded a game and since I had a wounded stack of raiders on a half-full fleet I sent them home. I disbanded the troops and added a few more, made them into raiders and sent them out. They just stood on a perfectly good unlooted province with over 30 lootable gold, not doing anything. I closed and reopened the game, nothing changed. I sent them home, switched looter off and on again and sent them out, they are listed as raiders but do not loot.

Has the defending ruler defeated your armies while you were raiding them? That adds the hidden opinion modifier "forbidden_raid_target" for five years, which prevents you from raiding them again during that time.

So if I raid anywhere in the HRE and don't notice an incoming stack I can't raid anywhere in the Holy Roman Empire?

I believe I also could not raid Cornwall and I know I have not lost a battle to the cornish petty king, but I'll need to check that.

I guess I'll see what happens when I pay the moors a visit.

EDIT:
Yup. You were right. I had apparently also been defeated in East Anglia at some point. It's working now.

This could be made clearer in the UI:

* Forbidden raid targets could be listed on your character sheet, in the same space as peace treaties and raid-hostiles
* Hovering the "cannot raid" icon that appears above your army should explain, if it doesn't already
