Well, small countries start with relatively less. Obviously, fewer provinces, which are the building blocks of your economy and manpower. But most small countries also have little done for them: no leaders, maybe no decent monarchs.

Ragusa is one of these.

It is quite unlikely that any of the smaller countries will do well. It would be nice to see it happen ocassionally, but they really need something to get them going, which means someone needs to do some work to the files.
 
I remember one round of regular EUII grand campaign, where the small state of Siena in the end of the 16th century controlled all of modern-day Italy xD
But that was a freaky round, England had been split up between Brittany and Scotland (!) and was eventually annexed by France, Granada controlled almost all of Iberia (!) and Sweden (I played as Brandenburg) controlled the Baltic and most of Poland-Lithuania and all russian provinces from Kola to Moscow.
That was one of the most fun rounds I've ever played :)

Hehe, I controlled Mecklenburg, Holstein, Pommern, the Brandenburg starting provinces, Saxony, Bohemia and south Germany :) Plus I annexed Kilwa and Zimbambwe :)

A little of topic. The topic was about Ragusa and other small, one-province states and why they suck. And I started thinking about that round I told you about where Siena (as a one-province state) conquered all of Italy.

Smart move ;) Ragusa, isn't hat the old name for Montenegro? xD Or maybe I am just way wrong...

EDIT: My mistake. It lays is modern-day Croatia, but under the name Dubrovnik...then why did Paradox put that province where Montenegro lies? And by the way, Ragusa is also the name of an Sicilian city. And I haven't been to either of the Ragusas.
