Was playing a game as the Soviets the other day and decided I wanted to smash everyone for the fun of it, so I granted myself all the techs and started stacking all the fixed buildings.
Apparently installing radar to the state of Northeast Siberia will give you coverage in the Norwegian sea and parts of the adjacent sea-zones. I created a new game to test this out, and here are pictures showing coverage in the Norwegian sea, as well as radar installations stretching across Northern Russia; I went from West to East and stopped once I identified which state was causing the problem. I've got a few mods installed, but nothing that affects sea zones & states so far as I know.
