It is said it improves your interception, but I cant confirm that.
However, the effect is quite nice if you ahve to defend a single province against air units.
Even on tier I, each radar level gives -2,5% to the enemy, so thats a -25% max in 1937!
Later on, you can easily reach -100% for the enemy - so he will propably never every try to attack your radarcovered provinces again
Useful for ENG, FRA and maybe SOV (to hold major cities).
Also useful at the pacific isles, where enemy bombers can be a pain for your ships and defending troops
