R3 ADVISOR button not working on PS4

I am playing on a PS4.

I purchased every DLC on the PS4 for cities. They are all installed according to the application and the PS4 data management.

I am playing CITIES: SKYLINES but not INDUSTRIES one.

I have a question about the R3 Advisor button.

For example when I hit the R3 ADVISOR button for Small Warehouse it says "Available with industries DLC".
but i have the Industries DLC and it is installed. So why would the R3 button NOT advise me.

I don't own. nor ever used a PS4, but maybe the Industries DLC was disabled in PS4 setting accidentally?
