I need your help with my Austria-Rome (Mare Nostrum) run in 1.30 with no dlc's. I have all of the hre as a vassal swarm after revoking. I currently have every single requirement for forming Rome except for the two provinces of Ferrara (my vassal). Because I annexed like 7 hre member states to gain the required provinces in France/Italy I have stacked a massive -400 opinion modifier onto Ferrara that will run out after the game ends so I am unable to integrate them. I have a few plausible options below for conquering Ferrara provinces.

1. Declare on another nation, force them to annex Ferrara, then trucebreak and annex the required provinces.
I actually tried this one twice. Once with GB and once with Sweden. Both times I got 100% warscore but was still unable to give provinces because of coring distance. I thought that Portugal might be a better option since they are the closest to Ferrara. (they have a small amount of land in Morocco).

2. Accept some rebel demands and trucebreak the new nation twice to feed/annex the required provinces.

Like an idiot I added all of my conquered land to the hre except for algeria so whenever I release a nation they are part of the hre. Since I did the reform where I cant declare war that strategy is gone. I could potentially release Algeria and trucebreak them. This is my best option because I dont know if Algeria can core ferrarese provinces.

3. Break vassalization and hope that they ally someone outside of the hre that I can declare war on to annex Ferrara.

Last resort because someone allying a weak minor nation like Ferrara is unlikely. Because they are so far away I doubt Russia or GB would guarantee them either.

4. Possibly stack some sort of opinion modifier???

I have no DLC's so I dont have any subject interactions.

I am unsure of what to do and need some guidance for end game actions.

Taking a wild guess... Is Ferera part of the HRE ? if not just attack your own vassal. Yea i knew it wouldnt be that easy...

I would try with Algeria (release, truce break, 100%, give land, truce break, conquer). I doupt you can manage to do 100% twice in 5 years to portugal with the colonies and all the islands.

Another way (idk if you can do that without dlc) is to win 5-6 war with 100% and chose the option to revoke an imperial reform. do it until you lose the one about internal wars.

First, yes Ferera is part of the HRE or I would have devassalized and trucebroken them already. Even if I had the Emperor dlc revoking 2 reforms is not an option as I only have 10 years left in the game and I still want to form the Holy Roman Empire for that achievement.

Accepting Algerian rebel demands might be my best bet. I better be ready to hold -3 stab for 10 years.

When both are disloyal, they will almost certainly ally each other. Then release them both, and attack Algeria. Ferrara will be its ally and join the war.

I would backup that save beforehand though, in case it doesn't work and you run out of time.

When both are disloyal, they will almost certainly ally each other. Then release them both, and attack Algeria. Ferrara will be its ally and join the war.

I would backup that save beforehand though, in case it doesn't work and you run out of time.
Good idea, only problem is that I'm not using any DLC's so I cant sieze provinces :(

It's hard for people to theorycraft this on paper, especially when you don't own the DLCs that would give an easy fix on that by giving the option to seize provinces.

Why use rebel ? Just release them. ?

Can you upload the save? Probably the easiest way for people to check it themselves in game and consider options.
It's hard for people to theorycraft this on paper, especially when you don't own the DLCs that would give an easy fix on that by giving the option to seize provinces.
How do I do that?
