Forgive me but I am absolutely terrible when it comes to MOST history. Could someone sort of explain what was going on during the time frame this game takes place in? I was able to immerse my self in the HoI series because i knew WW2 era enough to know what was going on.

What is going on in Vic2? clearly there is no axis and allies but was there obvious tension between states? what was technology like? Was there a common goal between the countries?

If someone could be kind enough to sort of put me straight in this time frame so I can enjoy this game a bit better, I would greatly appreciate it :) and pardon my lack of history knowledge.

It was a pretty hectic time.

So basically it was a land grab fest for all the european nations ?

Very good summary. That kind of hits it on the head, at least on the colonial side.

Of course there were other things going on as well. Einigkeit pretty well sums it up on the political side. One key component of this time frame is the awakening of nationalism. (Some might argue that this is just another way of describing the mass centralization of power). Kind of sets the stage for the catastrophic world wars of the 20th century.
