Alright, after some reading, and then some more, and testing, I am back with my findings.
As was suggested by @blue emu, I added two "connections", between Tokyo and Shanghai for the first, Tokyo and Rangoon for the next :
I created two connections, instead of just one, since the INFRA map clearly shows that two main supply areas were designed on the continent, separated by an artificial "INFRA=1 border" :
(A) one Manchuria/China = Shanghai
(B) one Burma/Indo-China/India = Rangoon
Before this change, all my troops on the continent were supplied from Rangoon. Now, all my troops are supplied from Tokyo, through Rangoon for the Western ones, through Shanghai for the Eastern ones. The ugly supply/fuel dump at Rangoon, while my troops were starving elsewhere, is gone. This suits me.
Also, @Makje was right. INFRA in the Lahe (9474) province was at "2". I assume that one of my Chinese puppets (Yunnan) had built it, after I attributed the province to them through "changecontroller", which is funny because JAP itself (=me, the player) doesn't have the tech yet. This would explain why all my troops called "Rangoon" home >.<
After tagging, I realized that my other puppets also seem way too keen on building INFRA instead of troops, so I will have to look into removing this undesirable feature for my future games.
Three questions left :
1/ how can I make the connections "impassable" but for supplies/fuel ? Land units are able to cross the connections.
2/ I think I will restore "supplying through convoys" now that the "supply dump" is gone, since this is how the game is supposed to work. However, could the above change negatively affect an AI Japan, if I find a way to make the connections truly "impassable" and if I decided to keep it for a future game ?
3/ would someone have Mirehn's Manchurian Mod stashed somewhere on their hard disk, and be willing to share ?
