It determines, how damaged/disorganized your units must be for them to stop the sorties. Aggressive will make units fight until they are very low on org (15% of max AFAIK) and like 30% strength, while passive its 50% and 70%. With defensive you're quite unlikely to ever lose your planes (unless they get bombed at the air base or overrun by land troops). 1 QQ : is there a bad side of not signing Molotow-Ribbentropp-Pact playing Germany except the risk of being dowed by SU earlier ? I would like the fact of being already closer to the SU big VP´s and avoiding lots of rivers/forests/swamp and occupied baltic states

Is it possible to form an alliance with a neutral country while playing as a neutral country yourself? (Turkey and Persia for example) Whenever I try it will say it's "impossible".
Also do non-aggression pacts work outside of scripted events like the molotov-ribbentrop pact?
I'm playing on the Hearts of Iron III Collection on steam.
AFAIK the only downside is that they can DoW whenever they feel strong enough and their neutrality is low enough.

Wait until after the fall of France, then fight Siam on its own.
Why not take French Indochina?
I definitely want British Malaysia, etc, so it seems a pretty logical next move. Siam is less important.
