I need a clou about unemployment. I have a state (e.g. Mecklenburg) as the North German Federation without any employees. The whole economy did not employ a single worker and i do not figure out, how to encourage the facilities to hire someone. The whole state has around 200k population.
I assume that the wage are too small compared to other peer industries in others states..
Sounds like you managed to get some sort of edge cases where factories decide they can't afford to hire anyone.
If you can subsidize buildings try to do that, it might adjust the state-wide paid wages.
Either way - best to make a report including a save so our designers can look into the situation and fix any potential issue.
What is the prerequisite to begin building a Skyscraper? It's not grayed out in the construction menu but the number of states I can build it in is 0.
You need to survey a site via the related decision.
As Belgium i'm limited to 5 barracks in Wallonia and 5 barracks in Flanders, the game doesn't allow me to build more. What can I do to have more barracks?
Your military laws dictate the max number of barracks.
Limit 5 sounds like you are running National Militia.

Does anyone know how to get a quick visual for infrastructure needs? There doesn't seem to be a lens. I was thinking of enabling autocomplete railroad but it doesn't seem to be driven by infrastructure need and instead cash reserves.

Open the Trade Lens and select Railways for construction.
At medium-to-close zoom level the game will show an on-map indicator on every state lacking Market Access, hovering over it will show you the INFRA deficit, allowing you to plan how many Railways you need (rule of thumb: T1: +20 INFRA, T1 + Passenger Cars: +15, T2: +30, T2 + PC: +25).
