Greetings,
I'm pretty new to this game and still learning.

I have an incarceration case against my half-brother (and friend) for attempting a family murder.

Where can I see who he tried to murder? I guess it's my wife (and friend) because they are both rivals. But I don't want to take any action without being sure.
You can hover over the rival icon to see why they are rivals, or look into the characters memory

You can always call your ally, but if you don‘t have enough prestige you will lose progress in the prestige level, or even losing a prestige level
He was not illustrious before he called me. I'll try and see next time with my auto saves before and after if the fame progress goes down. Thank you for the reply though. :)

Can I bread the sayyid trait into my family? do matrilinial marriages with sayyids produce children of my dynasty with sayyid trait?
Yes you can. You need to matri-marry a male with the trait to one of the females of your dynasty. Later on you can breed a male of that line into your main line.

So he called me again and I switched character to see him after the call and a few days earlier with an autosave. The AI does not seem to pay a fame cost when they have negative prestige. Should this be considered a bug or WAD?

What is "fame cost"?
I think it means the cost-in Prestige or Renown-you pay when you call Allies into Offensive Wars. But I could also be wrong about that, so don't take it as gospel...

There is prestige, fame and level of fame (prestige, prestige_experience and prestige_level) If I decline a call to war I lose fame, if I attack an ally or break a truce I lose a level of fame and pay prestige. Gaining prestige gives the same amount of fame and at certain thresholds you get levels of fame.

What I am surprised about is that you can call in allies even if you don't have any prestige to spend. I thought it would follow the same rules as declaring a normal war where you can spend fame at an inflated price if you cannot pay the prestige cost.

AI might have different rules than players do. Again, not sure, but it's a thought...

Second time happening: I put my child heir into intrigue focus, die, inherit, play as him, come of age and get the scholarship focus lvl one? Text even says that I was learning intigue. Bug?

Assuming it works as you described, obvious bug. I'd make a report here and attach your save file. :)

Two quick questions:

- Is the "Historical" option for the Hungarian Migration game option still bugged to not fire correctly?
- What are the differences between the Vulkan and DX11 rendering options in terms of performance?

I would like to try CK3 after 3 years, but I don't have any DLC.

We don't have a subscription option for CK3? I can't find it on Steam...
There is no subscription option for CK3, I'm afraid.

The wiki failed to inform me:
is there a difference in the fate of Iberia thing during the 800ish start date and the 1066 one? Does is start and play out the same or can the event be triggered to start in the early start date? IIRC 1066 starts with the struggle so what about 800ish?
